高等教育拨款机构:政府与大学的“缓冲器”

摘　　要：许多国家都在大学与政府之间设立高等教育拨款组织,这些拨款组织具有双重角色特征,一方面,它是高等教育的代言人;另一方面,它又是政府的助手。本文在分析英国、印度和我国香港高等教育拨款机构的产生、性质和职责的基础上,着重阐明了这些拨款组织通过财政拨款、建议和咨询、中介和评估等功能的发挥在政府和高校之间起着“缓冲器”的作用。Many countries set up the appropriation organizations of higher education between universities and the government. These organizations have double roles characteristics. On one hand, it is the spekensman of higher education ; On the other hand, it is also the government＇ s helper. On the basis of analysing the producing, nature, duty of the appropriation setups of higher education in England, India and Hong Kong, that these organizations play the role of ＂buffer＂ between the govenment and universities by means of functions＇ development is discussed.
