摘　　要：文章对项目融资进行了实证分析,以我国铁路跨越式发展融资为研究基础,指出铁路发展的资金结构问题,并提出铁路和谐发展融资新理念,即推行特许权经营的项目融资方式。通过放宽市场准入限制,引入竞争,建立特许权经营的合资铁路制度,将可以为和谐铁路的发展节约大量的国家财政投资。这一结构性融资制度对我国铁路发展具有战略意义,为铁路中长期发展融资提供借鉴。Based on financing of the national railway leap-forward development, the key problem of capital structure is concluded, and the new idea of the railway harmonious development is put forward by positively analyzing the project financing. That is to practise the project financing mode of the franchise rights. It can curtail large numbers of the state finance investment for the development of the harmonious railway by broadening the restrictions of market entrance, introducing competition, and setting up franchise business system. The structural financing policy will produce strategic significance for the harmonious development of our national railway.
