特许经营制度在我国城市生活垃圾处理行业中的运用研究

摘　　要：加快城市生活垃圾的减量化、资源化和无害化处理,是改善城市生态环境,发展循环经济的重要环节之一。在城市生活垃圾处理行业中实施特许经营制度,有利于减轻政府财政压力,加快行业市场化改革,增进社会福利。结合城市生活垃圾处理行业的特点,完善特许经营制度的运用,更好地促进我国城市生活垃圾处理行业的发展。To speed up the processes of urban solid garbage treatment at the direction of reduction, reuse and recycle, is one of the important tasks of improving the urban ecology and developing circular economy. The franchised management in the urban solid garbage treatment industry can not only alleviate the governmental financial pressure, but also accelerate the reformation of the industrial marketability and the social welfare. Considering the characteristics of the urban solid garbage treatment industry, the paper proposes to perfect the the franchising system and better the development of this industry in China.
