摘　　要：研究目的:研究小城镇可持续发展下的土地产权制度改革。研究方法:文献资料法和归纳推理分析法。研究结果:在梳理中国现行法律法规中有关小城镇土地产权内容的基础上,剖析了小城镇土地产权制度的缺陷及负面效应,提出了小城镇土地产权制度建设的基本目标和思路,从制度政策评估的角度考察了小城镇土地产权制度建设和改革设想对小城镇发展的影响。研究结论:土地产权制度改革不仅对小城镇土地利用直接产生影响,而且对小城镇发展的市场建设、产业发展、农民就业、政府管理方式转变等方面带来积极影响。The purpose of the paper is to study on the reform of land property right system of towns towards sustainable development. Methods of documentation and ratiocination were employed. Based on the review of laws and regulations concerning land property right of towns, the institutional limitation and the negative effects are analyzed. The paper also proposes basic goals of institutional settings and appraises the effects of reform from the perspective of policy evaluation. The reform of land property right system not only directly influences land use in towns, but also has positive effects on market construction, industrial development, peasants＇ employment, and government administrative reform, etc.
