摘　　要：《中华人民共和国政府采购法》是规范财政资金采购管理的一种新型法律制度,其核心是强调公开、公平、公正,讲求效益,维护公共利益。高校作为公共事业单位,利用财政资金对教学、科研、行政办公、基本建设等物资的采购,必须执行政府采购法。但高校集中采购和政府集中采购又有很大的不同,如何在具体采购过程中融汇政府采购理论,寻找采购规律、采购政策、法规与具体工作的结合点,探索出适合高校实际的集中采购新模式,是我们当前必须解决的问题。笔者结合西南大学在采购工作中的实际,对这一问题作了有益的探讨。＂Government Procurement Law of the People＇s Republic of China＂ is a new kind of legal system to standardize the management of financial fund procurement. As non-profit organizations, universities and colleges must carry out the Government Procurement Law when using finance fund to purchase the necessities for the activities of teaching, scientific research, administration and capital construction. However, the concentrated purchasing of universities is quite different from that of the government. It is, therefore, necessary to develop a specific mode of purchasing for the universities. Based on the practice in procurement in their university, the authors discuss in this paper how to combine the government procurement theory with the practical work in universities and colleges.
