摘　　要：文章结合长庆油田分公司油气田开发建设过程中甲方监督工作实际,从充分发挥甲方监督组织作用、完善项目管理的激励约束机制、强化工程建设项目形成全过程质量控制、加大监理人员的考核力度、规范质量行为不良记录档案等方面,系统总结和探讨了甲方监督的成功经验,提出了甲方监督的实施细则和质量控制措施。通过加强油气田地面工程建设甲方监督工作,增强了全员质量意识,规范了建设市场,完善了项目管理手段,促进了油气田地面建设工程质量的提高。Combined with the Side A supervision practices in oil and gas field development and construction in Changqing Oilfield Subcompany, this paper summarizes and discusses the successful experiences of Side A supervision. By enhancing Side A supervision in oil and gas field surface construction, the quality consciousness of the whole staff is raised, the construction market is standardized and the project management means is perfected so as to effectively promote engineering quality of oil and gas field surface construction.
