摘  要:经过20多年的发展,远程教育已经成为我国高等教育中一支十分重要的力量。在经历了前几年快速的规模扩张之后,“如何提高质量”成为当前远程教育亟待解决的问题。在远程教育质量管理方面,国际上不同院校有不同的做法和经验,教育行政部门和专家有不同的视角和观点。但是,现阶段影响我国远程教育质量提高的关键问题是什么,提高质量的突破口在哪里?本文以《中国广播电视大学教育大事记1977-1999》为主要分析材料,结合相关的史料和文件分析,认为电大的质量管理可分为三个发展阶段,目前处于“质量控制阶段”。作者指出,不宜将“监控”作为质量管理的长效机制,而应在适当控制办学规模的前提下,从质量控制逐步走向全面质量管理,并从教学系统质量、过程性质量和人力资源质量三个方面寻求突破。After developing more than twenty years, distance education has become one of the vital powers in China higher education. Experiencing rapidly large-scale expansion since several years ago, how to improve the quality becomes the issue that need to be solved in current distance education. As to quality management in distance education, there are different modes and experiences in different colleges around the global. The educational service and the experts also have diverse visual angles and viewpoints. What is the pivotal issue that affects the quality improvement of distance education in China nowadays? What is the breakthrough of quality improvement? This paper takes China Radio and Television University Educational Memorabilia 1977-1999 as its main material for analyzing. Integrating relative historical materials and documents, the authors make the conclusions that the quality management in RTVU can be divided into three developing phases, and now RTVU is just in the phase of quality control. The authors close the paper with recommendations that intendance and control should not be the long effective mechanism for quality management; we ought to change quality control into overall quality management stage by stage on the premise of properly controlling the running scale, and to seek breakthrough in quality of instructional system, process and human resources.
