摘　　要：为求全面考察我国西部12个省市高校科技创新能力,通过统计分析与文献分析方法,从科技基础、科技投入、科技产出三个方面分析了西部12省市高校科技创新能力,指出其存在的问题,并提出增强西部省市高校科技创新能力的措施。Large quantities of data is collected and analyzed for a comprehensive survey of the science and technology innovation capability of the universities in 12 provinces in West China. In terms of the scientific basis, scientific input and output, the article investigates the science and technology innovation capability of these universities, points out the existing problems and finally puts forward suggestions on further enhance their innovation capability.
