国内公共行政正义研究述评

摘　　要：公共行政正义的研究在我国尚属起步阶段,国内学者对公共行政正义的研究主要表现在三个方面:(1)将正义、公正作为行政伦理的基础价值观、价值取向和价值原则;(2)将正义、公正作为政府行政的伦理目标和价值导向;(3)将正义、公正作为公共行政主体的道德原则和重要德性。正义是公共行政的基础价值,公共行政正义既体现了自由、平等的价值追求,也蕴涵着公共行政本身所具有的对公共利益的价值取向,同时也是公共行政人员德行的体现。The study of public administrative justice is still at the fetus stage in china. The relevant researches of the scholars on it are mainly of three areas. Firstly, justice and equity is regarded as the core value, the basic value orientation and principle of the administrative ethics. Secondly, it is regarded as the ethical target and value orientation of the administrative government. Thirdly, it is regarded as the moral principle and an important virtue of the subjects of the public administration. In other words, justice is the basic value of public administration, which The author manifests not merely people＇s pursuit of freedom and equity, but also the value orientation of the public administration towards public interests, and the embodiment of the virtues of the public administrators.
