摘　　要：2006年元月,美国联邦《高等教育法》完成了第八次修订,走过了40年的立法里程。《高等教育法》及其建立的美国高等教育学生资助体系和教育机构资助体系,引领着美国高等教育的发展方向,对美国高等教育的现代化进程和美国知识经济的发展起着决定性的作用。回顾美国《高等教育法》40年的立法历程、取得的成就和存在的问题,对于促进中国高等教育大众化的进程有着积极的作用和重要的参考价值。The Higher Education Act of 1965 has accomplished the 8th amendment by January 2006 and go through 40 years of legislating. The Higher Education Act has established assistance systems for the students and the higher educational institution. The Act also play a decisive role in the modernization of American higher education and the development of knowledge economy. Reviews and studies on the history, success and problems of American Higher Education Legislation are of active revelation and significant value for China which is now popularizing the higher education.
