摘　　要：从我国外资战略角度来看,在既定的外资战略目标下,我国利用外资规模与方式的变化、外资政策导向与地方政府执行外资政策的方式是促成现有国际收支结构的重要原因。从经济可持续发展的角度看,外资战略的调整势在必行。From the view of foreign capital strategy, the change of way and scale in using foreign capital, foreign capital policy and its being carried out by local govermnent are playing important roles in the causes of the abnormal development of balance of payment. The adjustment of our foreign capital strategy is under the situation.
