摘 要:卫生事业的生存与发展一直是卫生改革关注和讨论的主题。笔者用经济学观点,拟从生产要素之一的卫生人力因素角度出发,分析卫生事业生存、发展与人力要素变动之间的关系,其结论是医疗卫生服务总支出增长的原因完全是服务价格上涨的结果。因卫生人员工资总额和单位人员工资也都上涨,且涨幅基本一致。可以说,服务价格上涨是人员工资总额增长造成。目前,卫生工作人员效率连年下降,但人员总数不但没压缩,反而年年增长。使医疗需求与供给矛盾日益突出。因此,压缩卫生人员、提高工作效率是解决矛盾的出路。The maintenance and development of the health service has been a main topic for attention and discussion in the health reform. From the economic viewpoint, the writer here attempts to tackle the topic(the question of labor) of personal employment as an element of productuon throngh an analysis of the relationship between the maintenance and development of the health service and its control of the employment size. It is concluded that the rise of the labor cost, the wage payment to the medical labor, grows with the rising of the average wage level. At present, the vocational efficiency of the medical labor is going down year after year, but the total labor force employed in this service is increasing continuously at the same time. The lowering of the service quality makes the contradiction between the supply of and the demand for the service all the more sharp. The way to get out of this difficulty is to retrench the size of those on the payroll and raise the service quality.
