摘　　要：全面质量管理(TQM)是被企业界采用的管理模式。20世纪80年代以来,许多国家将全面质量管理引入行政部门,行政管理TQM模式应用而生。我国行政部门已经具有了实行TQM模式的基本条件。结合TQM理论和其他国家的经验,在我国推行行政管理TQM模式应注意一些关键的原则。Total Quality Management （TQM） is a new pattern of management that is adopted wildly by enterprises. After 1980＇, TQM was introduced into administration departments in many countries. The administration departments of our country have had the basic condition of implementing TQM. According to the theory of TQM and the experience of other countries, we should pay attention to some key principles in the process of implementing TQM.
