基于北斗卫星的灾情信息采集与灾害应急指挥系统研究

摘　　要："北斗"导航系统是我国第一代卫星导航系统,具有快速定位、双向通信和精密授时三大功能,在我国政府当前对突发公共事件信息上报高时效性的要求下,可以在灾害应急管理中发挥重要的作用.介绍了"北斗"系统在灾情信息采集与灾害应急指挥系统的应用需求以及系统的功能和结构组成,对"北斗"系统在我国灾害应急管理中的应用提出了建设性意见.The Beidou Navigation System is the first-generation satellite navigation system which owned by China, fast positioning and navigation, intercommunication and precise time are three main functions of the system. At present, China＇s government brings forward highly time requirement for disaster information report, Beidou system can exert great effects in information collection and report. This paper introduces the application requirement of the Beidou Navigation System in disaster information collection and emergency commanding system. Also, it introduces the function and architecture of the emergency commanding system and puts forward constructive ideas of the application for the Beidou Navigation System in disaster management.
