摘　　要：社会工作是政府社会职能转移的促进者与主要承接者。发展我国社会工作专业化,政府直接经营社会服务应转变为政府购买,政府要制定相应的法律法规来规范行业协会的发展;资金筹集以政府财政拨款为主,社会募捐为辅;建立以专业社工认证机构为主体,以政府监督和评估为主导的认证体系。Social work promotes and inherits the transfer of the social function of the government.In order to develop our country＇s specia-lization of social work,the government＇s direct operation of social work should be changed to government purchase.The government should formulate relevant laws and regulations to standardize the development of the trade associations.To raise funds,the main source is from the bu-dgetary allocations with social donations as supplement.An authentication system should be established with professional social work authentication organs as the main body and the govemment＇s monitor and evaluation as the main guidance.
