电信运营企业实物资产全程管理系统构建研究

摘　　要：随着市场竞争的日益激烈,国内电信运营企业越来越重视内部成本控制。由于电信运营企业资产管理系统管理着占企业总资产85%以上的物资获取和运用,其运营效果直接影响到企业的经济效益和市场竞争能力。本文基于eTOM和价值链模型,对电信运营企业构建实物资产全程管理系统的必要性和实施效果进行了分析,提出电信运营企业实物资产全程管理系统的框架结构,并提供了实施实物资产全程管理系统的具体建议。Increasingly with the intense market competition, the telecommunication operating company pays more attention to the operation cost controlling. However, the assets management system of telecommunication operating business involves above goods accounts for 85 % of the enterprise total assets, which will directly affect the enterprise cost reduction and competitive capacity improvement. This paper based on the eTOM and Value-Chain Model Theory, analyzes the necessity and the effect of constructing the physical assets full management system for the telecommunication operating company, then discusses the framework, lastly provides the suggestions on carrying out the physical assets full management system for the telecommunication oper- ating company.
