摘　　要：内蒙古草原生态重建是重大的战略问题,是实施国家可持续发展战略、实现人与自然的和谐、搞好生态建设的重要环节。经过近几年草原生态环境建设,内蒙古防止草原沙化、退化的局面有了很大的改善,取得了很大的成绩,但同时也存在着不少困难与问题。全面开展草原生态建设工程,必须遵循自然规律,在保护好现有草原生态环境的前提下,对传统游牧文化必须加以保护,这是草原生态建设的无形制度基础;重建内蒙古草原生态必须把生态效益、经济效益、社会效益有效地结合起来。The restoration of Inner Mongolia grassland ecology is not only a important strategic issue, but also an important link to the implementation of our country＇ s sustainable development strategy, the realization of harmony between human and nature and the promotion of ecological construction. After several years＇ grassland ecological environment construction, Inner Mongolia has made great progress in preventing the the sandy desertification and degradation of grassland, but there also exist many difficulties and problems. To carry out overall construction of grassland ecology, it is necessary to follow natural laws and to protect traditional nomadic culture under the prerequisite of protecting the existent grassland ecological environment, which is the foundation of the intangible institution. To reconstruct Inner Mongolia grassland ecology, it is necessary to combine ecological benefit, economic benefit and social benefit effectively.
