摘　　要：高等教育大众化给新时期高等院校带来了全方位的变化,提高育人质量成为社会广泛关注和学校加强自身建设的核心课题。加强学风建设,是培养和造就高素质人才的关键性要素,是教育教学质量和人才培养质量的重要保证。在不断探索和实践中,重庆文理学院构建起分阶段"发展性"能力素质培养体系,探索出一条加强学风建设的新路子。Popularization of higher education in new times bring Change in all Walks of Life to universities and colleges and how to improve the education quality attracts the society＇s attention and becomes central issue in reinforcinguniversities and colleges construction. Construction of college academic atmosphere is key factor to cultivate high - quality talents and guarantee for education quality. In the course of exploring and practicing, Chongqing University of Arts and Sciences set up a system in which students improve their ＂developing＂ ability in several stages.
