高校国有资产管理存在的问题与对策

摘　　要：高校国有资产是发展高等教育、提高教学质量和科研水平必不可少的物质保障,是学校赖以生存和发展的基础。通过对高校资产管理中存在的资产管理意识淡薄,管理体制不完善、管理制度不健全,家底不清、账实不符,资产使用效率不高,资产管理队伍建设与资产管理工作的要求不相适应等问题进行分析,提出了加强高校资产管理的对策和建议:加强国有资产意识,建立资产管理责任机制;完善管理制度,建立资产管理制度体系;加强资产日常管理,建立资产清查工作制度;加强经营性资产管理,建立新型的高校产业管理体制;深化资产管理改革,提高资产使用效能;加强资产管理队伍建设,提高管理水平。State property is the material base for the development of higher education and scientific research in higher education institutions. Through the analysis of the such existing problems as unawareness of the management concerning property, incomplete and imperfect system of management, unclearness about the exact property status, inefficient use of property and unmatched staff management, etc. corresponding measures were suggested： strengthening the awareness of property management;perfecting the administration system;establishing specific responsibility system; strengthening routine property management through examination; strengthening new industrial management system in higher education institutions;deepening reform to improve the efficient use of property; and strengthening human resources development for property management to enhance the management level.
