摘　　要：国有企业作为国家知识创新系统的主要组成部分,其创新力对国家创新体系的建立和完善起着重要作用。创新是企业持续的动力,没有创新,一个企业就没有将来。本文对制约国有企业创新发展的因素进行了总结和分析,提出了促进国有企业创新发展的对策,构建了适合于国有企业的创新体系,并提出了相应的创新保障措施。As an important part of state knowledge innovation system, innovation ability of state-owned enterprise plays a vital role in its establishment and improvements. Innovation is power of corporation development, and an enter-prise won＇t have future without innovation. Therefore, based on the factors that hold back state-owned enterprise inno-vation, such countermeasures that promote innovation of state-owned enterprise have been brought forth. And the inno- vation system that is suitable for state-owned enterprise has been established. And the corresponding innovation support system has been also supplied.
