摘　　要：着重对上海市医疗机构卫生人力现状进行了全方位、多层次、综合性分析。研究结果表明:90年代,上海医技人才数量和质量与80年代相比有了较大增长和提高,但用国际经济中心城市的发展要求衡量,仍存在着明显差距。主要表现在:人力结构比例失当、分布不均,教育培训不足,群体素质欠佳,缺乏配套政策,人才流失严重,亟待引起各级卫生主管部门的高度重视。必须采取切实有效的措施,力争在本世纪内全面完成人才队伍的结构与功能调整,实现卫生人力资源的优化配置。An all-directional, multi-layered, and comprehensive analysis of the present status of medical human resources in Shanghai shows that despite a relatively evident quantitative and qualitative improvement of medical professionals in 1990s by comparison to 1980s, Shanghai' s health service industry has a gap compared with its position as one of the largest cities in the world, which situation requires practical and effective measures as well as readiness by the departments responsible for health service work, to carry out reforms relating to possibilities upon which the structure and function of the ranks of health service professionals will be improved and optimized.
