摘　　要：目的:妥善处理医疗纠纷,降低医患双方的诉累,构建和谐医患关系;方法:通过加大执法力度、建全和完善医疗意外和医疗责任保险体系、行政立法成立第三方医疗纠纷调解中心,将医疗纠纷协商解决由院内转移到院外;结果:寻求医疗纠纷解决的新途径,杜绝医院医闹的发生;讨论:找出医闹产生的原因,提出相应的对策,管理及疏导并进,建立医疗纠纷的快速处理程序,弥补法律诉讼途径解决医疗纠纷的不足,从根本上解决医闹问题。Objectives： To treat medical dispute smoothly and construct harmonious hospital patient relation. Methods： Medical accident insurance and medical responsibility insurance were established and perfected. The third side of medical dispute mediation center was established to transfer medical dispute mediation out of hospital. Results.. The causes and measure of fomenting medical disturbance were found. Conclusions.. New way for medical dispute mediation was found and medical disturbance fomenting decreased.
