摘　　要：从党关于新农村"十一五"规划的建议入手,强调了新农村法制环境建设的必要性,分析阐释了影响新农村法制环境建设的主要因素,提出了加快农村经济发展,加强农村法制宣传教育,提高农村依法行政水平,建立、健全农村法律、法规体系,完善村民委员会自治制度的对策。This paper emphasizes the necessity of building legal system environment in the new countryside from the point of the construction of socialist new countryside of ＂eleventh five scheme＂. This paper discusses major factors of reflecting environment construction of law in new country. The article puts forward some countermeasures, such as, speeding up the economic development of the countryside, strengthening the rural legal propaganda, enhancing the rural administration level, setting up and perfecting legal and regulation system, and improving self-governing system of the village members committee.
