摘　　要：当环境保护与经济发展遇到不可协调的矛盾时,如何有效实施环境保护制度创新,从而实现"保护环境是经济上必需的",是环境保护激励制度创新中的重要问题。文章探讨了中国环境保护激励制度的创新原则,建构了改善中国环境保护激励制度创新的制度环境。How to put effective environmental protection institutional innovation into practice while environmental protection and economic growth come across the contradiction being not allowed to be in harmony, realizing ＂the protection environment thereby is to vitally need on economy＂ ,is the problem studying importance needing to discuss originally. This article has discussed the environmental protection incentive system FOAK principle in China, constructed the innovative system of improving the incentive system of environmental protection.
