摘　　要：从我国现行的图书馆事业管理体制和公共图书馆的现状以及高校图书馆社会服务职能方面分析经济欠发达地区中小城市与高校共建图书馆的必要性与可行性,论述了共建图书馆的定位、体制和实现图书馆共建的根本保证。From the library management system in our country, the present situation of public library and social service function of universities library, the paper analyzed the necessary to construct together the library of universities and cities, proposed the feasible to realize constructing the library together, elaborated the location and system of constructed library, the basic guarantee of constructing the library together.
