摘 要:对黄土高原梯田、淤地坝建设规模、效益分析的基础上,系统总结了梯田、淤地坝在黄土高原粮食安全、生态恢复重建的地位与作用。提出梯田和坝地建设是黄土高原生态恢复的突破口和根本保障。通过基本农田建设,实现粮食增产的同时,带动和促进退耕还林草工程,进而保障国家西部“退耕还林草工程”的生态建设恢复成果,使得黄土高原走上粮食安全与生态安全的可持续发展道路。Based on the analysis of terrace and silt dam in terms of their construction sizes and potential benefits on the Loess Plateau, we summarized systematically the status and function of the terrace and silt dam on the Loess Plateau from the food security production and ecology reconstruction perspective. Terrace and silt dam construction could be considered to be the breakthrough and the fundamental safeguard for ecology restoration on the Loess Plateau. Through the basic farmland construction, food production will be increased; the project of taking back from agriculture to the forest grass would be successfully fulfilled as well. Consequently, it is certain that the ecology construction achievement on the project of taking back from agriculture to the forest grass in the west of China will be ensured, only by this, the food security and the ecology security sustainable development path will come true.
