摘　　要：针对我国跨界水资源协商管理理论研究的不足,探讨了跨界水资源协商管理的基本概念。以此为基础,设计了我国跨界水资源协商管理主体的分析框架,即由多主体组成的、包含了各自价值取向和社会行为的主体分析框架。The consensus management of water resources among different regions in China is one of the important ways to solve the conflict of water resources development and consumption.In view of the inadequate theories in China at present,the subject of water resources consensus management is studied.Based on the concept of consensus management of trans-boundary water resources,the multi-subject analysis structure is put forward,including the value,the behavior and the role.
