摘　　要：建立山洪灾害监测预警系统是有效防御山洪灾害的一项重要的非工程措施。提出了山洪灾害监测预警系统的设计原则及总体结构,详细阐明了组成监测预警系统的监测子系统、信息汇集与预警平台、信息汇集及信息查询子系统、预报决策子系统和预警子系统的设计要求。The establishment of mountain flood monitoring and warning system is one of the effective non-engineering measures for preventing mountain flood disasters. The paper proposes the design principle and general structure of mountain flood monitoring and warming system, and detailed requirement for the design of monitoring sub-system, data accumulation and warning platform, data accumulation and information inquire, warning and decision-making and warning sub-systems.
