摘　　要：编制山洪灾害防御预案是科学防御山洪灾害的基本要求。针对我国山洪灾害的特点,简述了预案编制原则和县、乡镇编制预案应包括的内容,着重阐述了预案编制中危险区和安全区的划分、组织指挥体系、转移安置、抢险救灾和保障措施等方面的要求。The preparation plan of mountain flood prevention is the basic requirement for the prevention of mountain flood disasters in a scientific manner. The principle of making preparation plan and contents of county and township preparation plans are discussed, taking the feature of mountain flood into consideration. Emphasis is placed on the di- vision of danger area and safe area in planning, as well as organization and commanding system, safe relocation, disaster relief and guarantee measures.
