摘　　要：从制度安排下激励机制的分析框架出发阐述了经济增长的动力机制,通过测算边际资本—产出比例对中国经济增长的动态投资效率进行了评估,并根据大量经验证据对制度安排下激励机制的负面传导效应进行了论证,最后提出了针对制度安排的政策选择。Based on economic literature, the author illuminates the incentive mechanism and provides a logical explanation for China＇ s economic growth , then evaluates the dynamical efficiency of China＇ s investment through reckoning ICOR and demonstrate negative economic effect induced under present institutional arrangement according to a mass of materials. Finally, the author puts forward some policies about institution in order to improve present performance.
