摘　　要：通过分析’99世博会前后节庆活动的发展对旅游业带来的影响,研究了昆明城市节庆活动的整合和可持续发展问题。分析表明:通过举办不同类型、不同规模、不同时间长短的系列节庆活动,对节庆活动进行整合,可以实现城市节庆活动的可持续发展,从而促进城市作为旅游目的地的品牌化进程。在此基础上归纳了一个城市节庆开发的CSD理论框架。The 14th International Horticulture Exposition 1999 （Expo ＇99 Kunming） was a mega-event hosted in Kunming City. The paper investigates the problem of conformation ＆ sustainable development （CSD） of urban festivals and special events （FSEs） by evaluating the tourism impacts of FSEs before and after the Expo ＇99 Kunming. The results show that： hosting series of various types, different scales and different time-lasted FSEs, and conformating these FSEs into the destination development can not only realize the sustainable development of urban FSEs but also promote the brand-building procession of the urban as a tourism destination. Finally, the paper summarizes a CSD theoretical framework for developing urban FSEs.
