摘　　要：本文基于第五代战略管理理论——"资源能力观",研究影响公司规划(BP)与信息系统规划(ISP)战略关系的关键因素,并采用结构方程模型,利用中国企业调研数据进行了实证分析。结果表明外部市场环境主要影响信息系统规划的战略地位,而形成公司独特能力的企业内部环境,才是BP-ISP战略关系的重要影响因素,它直接决定着IT投资的效益。Based on the fifth strategic management, article analyzes key factors that affect Strategic Alignment of Business Planning （BP） and Information Systems Planning （ISP）, and gives the concept model based on the competence theory. Then, the empirical study uses Structure Equation Model （SEM） and data collected by a mail survey of Chinese enterprises to testify the assumption. As a result, it shows that the inner environment of corporation mainly determines the degree of BP-ISP and also directly affects efficiency of IT investment in corporation.
