摘　　要：解决国家治理最为棘手的"本质两难",是"穷人经济学"中国化的最大意义和现实难题。对于"穷人经济学"的健康权的深度解读表明:基于权力与权利扭曲关系的矫正和"健康权是一种基本人权"的严肃命题,强化穷人的能力建设是当务之急。It is of the greatest significance and practical problem of Chinese poor＇s economics to solve the toughest ＂essential dilemma＂ of government. The deep analysis on the right to health of the poor＇s economics shows that it is urgent to enhance the poor＇s ability construction according to the correction of the relation between power and right distortion as well as the serious proposition that ＂the right to health is a basic human right＂.
