社会转型期公众参与公共组织绩效评估的思考

摘　　要：转型时期行政文化形成的观念障碍,制度建设的缺乏,政府对信息的垄断,知识和技术的缺乏制约着我国公众参与对政府的绩效评估。应通过信息的公开化、透明化,加强电子政务建设等,改进公众参与政府绩效评估的方法,实现绩效评估的制度化、法制化,培育公民自身的顾客意识和权利意识。The concept that administration culture forms hinders , system builds transform period insufficiency , the government monopoly to information, knowledge and the technology insufficiency estimate that being restricting the achievement effect that our country public participates in to the government. Respond to coming out into the open passing information , transparent-rization, reinforce e-administration construction improvement public participating in the method that the achievement effect appraises , realize the systematism that the achievement effect appraises , institutionalize, cultivate citizen self＇s customer consciousness and right mental consciousness.
