摘　　要：文章针对防洪体系与社会经济发展是否适应这一问题,提出了防洪体系与社会经济发展和谐度这一概念并建立评价体系,进一步构建和谐度诊断模型,从而定量分析防洪体系与社会经济的和谐程度,最后以抚顺地区为例,对和谐度进行诊断,找出不和谐的原因并提出相应的建议对策。The concept of harmoniousness degree of controlling flood system and social and economic system is presented and a set of estimating system is established aimed at whether controlling flood system can accommodate social and economic system, and more the model of harmoniousness degree is proposed, thereby harmoniousness degree of controlling flood system and social and economic system is analyzed quantitatively. Finally the area of Fushun is given as an example, harmoniousness is diagnosed, furthermore factors of disharmonious ness are found and relevant strategies are proposed.
