试析高校毕业生就业保障体系的构建

摘　　要：就业保障是失业保障的新发展,就业保障的主要功能是保障就业。当前,我国高校毕业生就业保障体系远未建立起来,这主要表现在政策之间缺乏有效衔接,保障就业的整体功能未能充分发挥出来等几个方面。我国应尽快建立和完善高校毕业生的就业保障体系,把高校毕业生就业工作纳入政府宏观调控体系,积极开展高校毕业生的就业指导工作,完善高校毕业生失业登记制度,创造高校毕业生就业市场的公平环境,鼓励高校毕业生自主创业,充分发挥体系的整体功能。As the employment mechanisms serve as a continuum of unemployment relief, they mainly function to provide undergraduates with employment. Unfortunately they are not well furnished due to inefficiency of policies, and their malfunctions, Thus the paper offers proposals to reconstruct the employment mechanisms including the governmental macro coordination and the micro managements of career centers regarding the unemployment registration, equal opportunity, and self-supporting for the undergraduates.
