摘　　要：公权力异化与腐败是权力滥用的两面,而遏制公权力异化和腐败也是人类历史的难题。近年来人们普遍地强调以教育、制度和监督并重的综合治理模式来解决固然重要,但是,从制度伦理视角来分析和遏制公权力异化与腐败问题则是更为清晰和有效的路径选择。The public power dissimilation and corruption are the two aspects of the public power abuses, and keep the public power dissimilation and corruption within limits is also the difficult problem in human being history. Although recently people put universal emphasis on the education, the system and the supervising comprehensive treatment pattern, it＇ s a more limpid and effective choice to analyze the problems of public power dissimilation and corruption in the visual angle of institutional ethics.
