摘  要:一项短命的教育政策,预示了一个政党的命运。国民政府教育甄审政策设计中泛道德标准的滥用和惩戒心态的急切表露,直接危及甄审对象的切身利益,由此引发了收复区民众与国民政府之间的离心。实践中当局进退失据,不仅激化了与甄审对象的矛盾,还损害了自身形象与权威。甄审政策仓促出台与草率收场的历史全景,折射出国民政府丧失收复区民心的本源及其政治权威开始衰落的动态变量。An education policy with short duration indicated a political party’s destiny. The abuse of moral standard in the policy of education examination, which was designed to punish people, directly endangered the examinee’s benefits and caused the estrangement between people and the Kuomintang government in recaptured regions. The authorities’ dilemma in the policy practice not only intensified the contradictions between the examiners and the examinees, but also destroyed the examiners’ image and authority. The history panorama of the policy’s careless execution and termination reveals that the Kuomintang lost its basis to recover the popular support and that the dynamic variable came which started the political authority decline of the Kuomintang government.
