黑龙江省发展循环经济的条件分析

摘　　要：循环经济是指遵循生态规律,按照减量化、再利用、资源化的原则,采取经济、技术和管理等措施,实现资源高效利用和减少废物排放的活动,是符合可持续发展理念的经济发展模式。文章从黑龙江省实际情况出发,从黑龙江省的基础条件和循环经济发展潜力两个方面分析了发展循环经济的有利条件;从认识、机制、政策、技术等五方面分析了发展循环经济的制约因素;从而为黑龙江省发展循环经济提出行之有效的措施,充分地发挥黑龙江省的资源优势,做到可持续发展。Recycling economy means follow ecological laws, in accordance with minimization, reuse resources to the principle that economic, technical and management measures to achieve ettieient use of resources and reduce waste emissions, is in line with the concept of sustainable development model of economic development. From Heilongjiang province reality, Heilongjiang province from the basic conditions for economic development and the potential for recycling two aspects of the development cycle of the favorable economic conditions, from knowledge, mechanisms, policies, technology and other aspects of economic development constraints; Heilongjiang province for the development of recycling economy propose effective measures to fully play Hei.- longjiang province＇s advantages in natural resources, achieve sustainable development.
