摘　　要：随着金融业的全面开放,规范外资银行在华的行为、对其进行适当监管成为市场的选择。借鉴西方国家应对外资银行进入的策略并与我国对外资银行监管的现实进行比较,构建以风险监控为核心的外资银行监管体系,转变监管当局的职能,以达到改进风险管理,促进银行业适度竞争,提高资源合理配置的目的。Along with overall opening of finance industry, it has become a market choice to normalize foreign - funded banks＇ behavior in China and regulate them. Taking as a reference the strategies of western countries corresponding foreign - funded banks＇ entry, compared with the reality of China regulation of foreign - funded banks, it＇ s necessary to build a foreign - funded bank regulatory system centered with risk monitoring, alternating function of regulatory authorities so as to meet the goal of improving risk management, promoting moderate competition in banking industry and raising reasonable resource allocation.
