摘　　要：国际收支状况反映了一个开放经济体的资金流动循环。"双顺差"以及与"双顺差"并存多年的投资收益逆差,说明这样的资金循环方式并没有带来更高的收益。从我国外资战略演变的角度分析,可以发现既定的外资战略目标、外资政策导向以及外资政策的传递机制是促成现有国际收支结构的重要原因。从经济可持续发展的角度来看,外资战略的调整势在必行。Balance of payment in an open economy indicates its cyclic form of capital.＂Double surplus＂and deficit in investment income mean the less efficiency of this form.What force has kept it for more than ten years？ This paper does studies from the view of foreign capital strategy,and points out the pilot of our foreign capital policy and its execute mechanism under set goals are playing important roles.The adjustment of our foreign capital strategy is under the situation.
