摘　　要：针对水资源的双重属性和行政主导的水资源管理体制所造成的水资源跨界管理难题,基于水资源的系统性和准公共物品属性,参考国外成熟经验,提出在当前水资源管理体制中应重点构建水资源管理跨界多主体协商机制,以体现多利益主体的要求。从主体构成、运行环境、管理模式、运行框架等角度构建了跨界水资源管理协商机制框架。The dual properties of water resources and its public admioistration-dominant tanagement system lead to some difficulties in inter-regional water resources tanagement. Based on systemization of water resources and the attribute as quasi-public products as well as the well-developed water resources tanagement modes from abroad, it is proposed that a multi-agent consultation mechanism for inter-regional water resources tanagement should be established to reflect the interests of each parts involved. Furthermore, a framework of consultation mechanism for inter-reglonal water resources management was worked out from the angles of the composition of different parts, the operational environent, the management mode, the operational framework, etc.
