摘　　要：本文通过比较欧盟和美国对转基因食品立法的规定,详细论述了基于产品的管理和基于过程的管理的法律规定的差异,指明了转基因食品的特殊性以及进行过程管理的必要性,最后指出如何在国际层面进行协调,完善过程管理规范转基因食品。This article compares the regulation of European Union and United States of America on the GMFs, discusses the difference of regulating the products and the process, demonstrates the peculiarity of GMFs and the necessity of regulating the process, points out how to harmonize the process regulation of GMFs in the international conventions at the end.
