摘　　要：3G时代电信企业的竞争将沿着产业价值链展开。电信运营商只有积极有效整合产业链各个环节,进行协同运作,才能实现运营商、设备提供商、服务提供商、最终用户等利益相关主体共生多赢的利益均衡格局。本文运用产业价值链整合与重构基本理论方法,以FMC业务为例,归纳分析了3G背景下电信产业链的三种整合模式,并对其FMC运行模式及其业务融合策略展开分析。The competition in the future telecommunication market will focus on industry chain, and the operators have to be more creative and flexible to build their competitiveness. By establishing the industry chain model of Chinese telecom operators and describing the game among them, this paper analyzes the three integration models and developmental phases of FMC convergence： traffics package, services convergence ＆ multi-mode terminals, core network convergence. It also gives some advice on the convergence strategies for FMC＇s further development.
