摘　　要：黑龙江省集中了大量国有资产和国有大中型骨干企业,在社会主义工业化和现代化建设进程中,为建设独立完整的工业体系和国民经济体系作出了历史性的贡献,但随着社会主义市场经济体制的逐步完善和对外开放的不断深入,国有企业在计划经济时期积累的体制性、结构性矛盾日益突出,严重制约了黑龙江省的经济和社会发展。深化黑龙江省国有企业改革,走出现实的困境,在国家实施振兴东北的政策支持下,利用本省有利条件,发挥比较优势,通过以政府为引导、企业为主体、市场为导向多方面共同的努力,实现提升黑龙江省国有企业的竞争力和市场地位的目标。In the process of socialist industrialization and mndemization, there has centralized a great deal state - owned assets and large or medium - sized state - owned enterprises in heilongjiang province, making the historical contributions to built independent and integrated industrial system and national economic system. But,with the gradual perfection of sceialist market economic system and the successive deepening of the reform and opening of China, the system and structural contradiction accumulated in the plan economic system period is more serious, which severely restricts our economic and social development, Under the support policy of revitalizing the old industrial base of northeast, deepening reform of our state - owned enterprises, walking out realistic dilemma, taking advantage of our favorable condition, developing comparative advantage, to achieve the objective of boosting the competences of state - owned enterprises of our province and market position by the collective endeavor with government - conducted, enterprise- budyed and market - oriented.
