摘 要:以我国建设和谐铁路融资为研究对象,提出我国和谐铁路发展在现有约束条件基础上的最佳融资方案理论。采用抽象、归纳及类推方法,对广义项目融资进行实证分析,以国内大型基础设施项目成功实施广义项目融资进行类推,探讨了广义项目融资在铁路和谐发展中的应用。广义项目融资能够有效地解决构建和谐铁路融资结构失衡的问题,这一融资制度对我国铁路和谐发展具有战略意义。Based on constructing harmonious railway financing, the paper intends to supply reference to the solutions to the structural equity capital in the course of the harmonious development of railway by positively analyzingon broad project financing. The methods of abstracting, summing up and analogy are adopted to analyze the broad project financing paradigm positively. The paper studies an application on the broad project financing in the harmonious development of railway by making analogy with successful broad project financing in domestic giant infrastructure fields. According to the private partner investing 30 % --40 % scale, the paradigm of broad financing will predictedly raise about 600--800 billion RMB equity capitals for the harmonious development of the railway on the basis of resolving two cruxes. The broad project financing can efficiently resolve the equity capital problem of being unbalanced. There are necessity and condition to practise and spread it. This financing policy will produce strategic significance for the harmonious development of our national railway.
