试论大学文化建设战略谋划

摘　　要：大学文化建设应当将战略谋划放在首位,立足战略高度,运用战略思维进行整体设计和战略运筹,使大学文化建设成为全面、协调、扎实有效的运行系统。谋划过程中,应当构建目标体系,理清建设思路,对大学文化建设做出全局性、前瞻性和深刻性的设计,要将结构布局的系统安排,文化内涵的多元整合,个性特色的提炼培育以及载体形式的开发与开放运行作为战略谋划的重要着眼点。Viewed from a strategic position, the construction of college culture should give priority to the strategic planning and utilize the strategic thinking to design wholly and to devise strategies so that the college culture can be constructed into a complete, coordinative and solidly effective operating system. In the process of planning, we should construct the target system and sort out the train of thought of construction so as to design the con- struction of college culture in a whole, perspective and profound manner. At the same time, we should consider the following as important starting points of the strategic planning： the systematic arrangement of structural layout, the pluralistic readjustment of cultural connotation, the refinement and cultivation of the individual characteristics, and the development and open functioning of the carrier forms.
