民族地区财政转移支付的制度安排与实践效果探析

摘　　要：民族地区财政转移支付制度实施以来,在增强民族地区财力、缓解民族地区财政困难、均衡地区间财力差异、推动民族地区经济社会发展、维护民族团结和社会稳定等方面发挥了重要的作用。但该制度还需进一步完善。要加大一般性转移支付的力度,更好地体现政府公共服务职能均等化的要求;要增加"民族地区转移支付"的额度,突出对民族地区特殊困难和承担的民族事权的倾斜;要从实际出发,减免民族地区转移支付的资金配套;要更重视对民族地区生态环境保护的财政转移支付,促进民族地区的可持续发展,等等。Since the system of fiscal transfer payment was put into effect, it played an important role in strengthening financial resources, alleviating financial difficulties and promoting economic development of ethnic areas. However, this system should be perfected in such aspects as strengthening the fiscal transfer payment so as to show the equality of government public service function, adding the transfer payment in ethnic areas, reducing and remitting coordinated fund of the transfer payment in ethnic areas and paying more attention to the transfer payment for ecological environment protection in ethnic areas to push forward sustainable development of these areas.
