摘　　要：基于信息资源在现代医学发展中的战略价值、医院信息化建设中的内核作用以及国外卫生信息资源开发利用成效,分析了我国医院信息资源开发利用现状,指出目标停滞、认识偏差、管理角色缺位、标准化滞后是制约医院信息资源开发利用的主要问题,提出了把信息资源开发利用作为医院信息化建设的重要发展战略,并探讨了在模式转变、资源体系建设、标准体系建设和技术体系建设等方面促进医院信息资源开发利用策略。Based on the information resource on both the stratagem position in the development of modern medicine and the core function in hospital information system construction, and the comparison with the global effectiveness of the hospital information development and application, this article analyzed the status of hospital information resources development and application in China, The major issues which greatly obstructed hospital information system construction were static goal, false cognition, absent of management and lag of standardization, And it then proposed the strategy of hospital information system development was to put the development and application on the hospital information resource as the key task in future information system development in hospital, Strategies in related pattern change, development of resource system, standardization system and technical system were also discussed.
