摘　　要：跨界水资源协商管理作为一种自我管理模式,其形成是建立在一定的治水文化和管理文化基础之上的。在梳理传统历史文化和当前社会文化中对跨界水协商有影响的文化因素的前提下,提出构建人水和谐的跨界水资源协商管理的文化机制对策。Trans-boundary water resource consultation management as a self management model is constructed on basis of certain water and social management culture. Based on the research of culture factors that affect the consultation of trans-boundary water resource consultation management, the cultaral mechanism for building harmony between human and water is proposed.
